BJP seeks Governor intervention

ITANAGAR, Nov 4: The Bharatiya Janata Party, Arunachal Pradesh sought the intervention of the Governor of Arunachal Pradesh Jyoti Prasad Rajkhowa to hold back Nabam Tuki led Congress Govt. from taking major financial decisions claiming that the Govt. has been reduced to minority within Congress and the administration virtually collapsed.

The party in a release claimed that majority of the Congress MLAs are no more with the Govt. and they are not a part of the Govt. administration and have been outside the state since long time. The Govt. should be asked to prove required majority on the floor of the house," the party said in a release.

ITANAGAR, Nov 4: The All Pakke-Kessang Pijerang Dissing-Passo Seijosa Students' Union (APPDSSU) has submitted a memorandum to the state Chief Secretary today, demanding immediate delegation of full financial power to the newly posted Executive Engineer at Pakke Kessang PWD Division.

The Union has claimed that the newly posted Executive Engineer has not been delegated full official charge as per official order No, SPWD-265/2014 in terms of rule 14 delegation of financial power Rule 1987 and under the provision of Rule-16 of delegation of financial power Rule 1978 read with CTR-142.

 

PAYWA commends Police, DA for arrest

AALO, Nov 04: The Paktu Ao Youth Welfare Association has lauded Aalo Police and District Administration for arresting the culprits allegedly involved in the cold blooded murder of one Dorik Basa of Biru village.

Basa was found dead with multiple injuries all over his body for which the association demanded immediate arrest of the culprits. The Aalo police acted swiftly and arrested three alleged accused involved in the gruesome murder and booked them under appropriate section of law. DIPRO

 

Itanagar Festival all set to lure visitors

ITANAGAR, Nov 4: The first edition of the much awaited Itanagar Festival 2015 started at IG Park here today with a promise to lure the visitors.

The major attractions of the seven-day long festival are Pan-East Trade Expo, adventure sports, sumo wrestling and bubble walk to name a few, while a food carnival has also been included in the festival for the foodies.

One can enjoy the mouth watering delicacies which would be presented in the Tribal Huts, the newly launched Food Truck and Grill Republica.

DC urged to address issues

ITANAGAR, Nov 4: The All Papum Pare District Border Students Union (APPDBSU) has in a representation to the Papum Pare DC today, apprised him about the various issues confronting the people living in Tarasso Circle and sought early steps to address the same.

The Union said that it recently conducted a tour of various villages under Tarasso circle and interacted with the people there, who were facing much hardships due to inordinate delay in solving the boundary issue as well as establishment of 4th IRBN company at Radhaso as assured by the state Home Minister on Feb 24 last besides, poor supply of electricity, non-renovation of RWD road from Kochubari to Jullang and shortage of teaching staff at Government schools etc.

It further rued the lackadaisical attitude of the state government in addressing the genuine grievances of the people of the Circle and strongly appealed for bringing an early solution to the boundary issue to ensure peace and security in the area.

 

Surprise checking  conducted in Sagalee, Kimin, Doimukh  and Balijan markets

YUPIA, Nov 4: A surprise checking was conducted at various market places of Sagalee, Kimin, Doimukh and Balijan by the ADC Balijan, Sagalee, SDO Kimin and Doimukh under the guidance of Deputy Commissioner Tai Kaye today to check the market prices of essential commodities.

Conduct regular eviction drives

along RoW of highway

ITANAGAR, Nov 4: The Nirjuli Market Welfare Committee (NMWC) Chairman Kipa Achok has in a letter to the Capital Complex DC today urged him to direct the concern authority to conduct regular eviction drives along the RoW of NH52-A within Nirjuli market area to prevent encroachment.  

Stating that the encroachment along RoW must be strictly prevented as it hampers the future road expansion and development, the Chairman further urged people to desist from indulging in forceful land grabbing along the RoW within the Nirjuli Market area.

job regularization sought

ITANAGAR, Nov 4: Claiming that the casual staff under District Horticulture Department, Daporijo have not been regularized and promoted despite serving in the same post since the past 23 years, the All Arunachal Pradesh Government Departmental Labour's Union (AAPGDLU), has in a representation to the Minister Home, Power & Horticulture today, appealed him to direct the authorities to create group D post for the welfare of the casual staff soon.  

The casual staff serving in various categories as Chowkidar, Peon, Dak Runner, Mali, Messenger, Computer Operator, Driver, Sweeper etc, for the past 23 years without getting their services regularized have been facing much hardship in maintaining their family with the meager income, the Union stated and sought early regularization of their jobs as well as creation of adequate group D posts under the department.

 

Training on hospital wastes management

ITANAGAR, Nov 4: To equip the medical officers and sanitary assistants with proper knowledge and information about biomedical waste management, management of hospital hygiene and infection, the Arunachal Pradesh State Health Society (APSHS) organized a two days residential training at State Training Center of NHM, Naharlagun on November 3 and 4.

While addressing the participants, NHM Mission Director PN Thungon gave emphasis on keeping the hospital premise neat and clean both indoor and outdoor, especially operation theatre, labour room and OPD where patients encounter with several types of  infection.

Dr T Taku urged them to utilize the knowledge they have gained during the training for creating an infection free and hygienic environment in hospitals. The infection management and environment plan is an approach for managing, avoiding, reducing and controlling health and environment risk arising from healthcare facilities, he said, and informed that incineration machines will be set up  in districts to  burn the medical wastes.

Resources persons Dr Liniya Lollen, MD, Medical Superintendent General Hospital Aalo and Dr Mope Riba from Arunachal State Hospital briefed about the biomedical wastes and dwelt on need of biomedical waste management system in hospital.

They said that some wastes such as the contents of containers holding both sharps and pharmaceuticals are infectious and hazardous can have adverse impact on the environment and on public health. Both Dr. Lollen and Dr. Riba suggested that doctors should take the responsibility of infection management besides giving treatment to the patients.

 

ATA withdraws demands

ITANAGAR, Nov 4: The Arunachal Teachers' Association (ATA) has decided to withdraw its demand for immediate cancellation of TGT interview after it has learnt that the 50 % of the vacant post is kept by the department for promotion from PRT (AT) to TGT (JT) as per Recruitment Rule 2013.

Moreover, the demand for Amendment of TGT Recruitment Rule i.e. 100% vacant post of TGT (JT) must be distributed at the ratio of 50% for promotion from PRT (AT) to TGT (JT), 25% for regularization of SSA TGT (JT) and 25% for direct recruitment has been placed by the department for cabinet approval, the ATA said, and hoped the Govt. would address the same in the greater interest of teaching community.

Meanwhile, ATA thanked the Govt. of Arunachal Pradesh for approving appointment of senior most Joint Director of the Department to the vacant post of both the Director of Elementary & Secondary Education separately. It hoped both the newly appointed Directors of the Elementary & Secondary Education would deliver their responsibilities up to the expectations of people and teaching community. ATA hoped both of them would put an effort towards the improvement of quality education and also have tangible reformation in educational management and administration under their guidance.

 

LDV DC calls for strict adherence to State Entrepreneurs Act

ROING, Nov 4: In a coordination meeting with the Heads of Department in his office chamber today, Deputy Commissioner of Lower Dibang Valley Ravi Dhawan asked all the Heads of Work Departments to make the payment to the contractor/beneficiary by cheque only and not by cash. He also asked them to adhere to the provisions under the Arunachal Pradesh District Based Entrepreneurs & Professionals (Incentives, Development and Promotional) Act, 2015.

While informing that installation of High Security Registration Plate (HSRP) has been started by the District Transport Office, the Deputy Commissioner urged all the HoDs to get HSRP number plate for their departmental vehicles. He further directed HoDs to deduct water and electricity pending bills of the Govt. employees from their salary in four installments and also asked them to submit list of Govt. employees who had already been transferred from the district but still occupying Govt. quarters in the district headquarters.  

The Deputy Commissioner while reviewing the progress of schemes executed by various departments in the district further asked the Heads of Work Department to expedite the works during the short working season and also to hand over the completed infrastructure at the earliest possible. DIPRO

 

Faculty development prog. underway

NIRJULI, Nov 4: A five-day TEQIP (Phase-II) sponsored training programme on 'Recent Advancements of Electrical Machines and Industrial Applications' conducted by the Department of Electrical Engineering, NERIST began here today.

Over 45 participants representing electrical engineering and allied departments, industries, machine developers, academicians, scientists and researchers took part in the training which was aimed to introduce new methods and techniques to promote and establish more fruitful applications of electrical machines and its applications in industries of the state in particular and nation in general.

In his inaugural address, NERIST Director, Prof. P K Das stated that NERIST does not limit to only imparting education but also believe in giving new technologies to the people which has been continuing since its establishment. He also emphasized upon more involvement of faculty members of the institute in undertaking such programme for wider knowledge dissemination and learning by the stakeholders. He also spoke about the challenges faced by the people and how they can overcome it by adopting more scientific technologies and implementing modern infrastructures.

HoD Electrical Engineering Dr. S Gao also spoke about some significant untapped issues relevant to the topic such as different types of electrical drives and industrial applications.

Prof. P Sarkar  from NITTTR, Kolkata, speaking on the occasion, asked for more sincere participation by the allied sectors in merchandising the energy potential of the state to global scale.

NERIST, TEQIP Coordinator, Prof. S Chatterjee also informed the gathering about funding opportunities available under TEQIP (Phase-II), which is currently available in the institute and advised the participants to undertake active research in the chosen field.

Elaborating about the technical deliberation of coming five days by the resource persons representing IIT, NITTTR, Jadavpur University and NERIST, Associate Professor and Programme Coordinator, Dr. AK Singh dwelt at length on overshooting issues, induction machines, types of motors, energy efficiency, technological challenges and untapped energy potential of the state.

 

Karbak assures fund for construction of SU office

ITANAGAR, Nov 4: The cultural night of the Annual College Week of Dera Natung Government College (DNGC) was held yesterday.

Parliamentary Secretary (Food and Civil Supply, Consumer Affairs) Nyamar Karbak inaugurated the traditional 'Fusion Night' along with renowned fashion designer and Papum Pare Zilla Parishad Chairperson Nabam Aka Taba.

Responding to a single-point memorandum of the Students Union, Karbak assured to provide fund for construction of office of the Students Union (SU) of the college.

TEZU, Nov 4: Papum Pare and Arunachal Pradesh Police (APP) won their respective matches against Namsai and Upper Subansiri in the 14rh Tadar Tang Memorial State Level Football Torunament here today.

Papum Pare beat Namsai 3-1 while APP defeated Upper Subansiri 2-0. The matches between Dibang Valley and Lower Dibang Valley and East Siang and East Kameng ended in 1-1 draws. DIPRO

Competition from Nov 6

ITANAGAR, Nov 4: The State level Games and Sports competition of Arunachal Vikas Parishad  (AVP) will begin at NEEPCO and Rono Grounds, Doimukh from November 6 to 8.

Over 800 athletes from all the districts are expected to participate in the thee-day competition.

The state team for the national level competition to be held in Ranchi, Jharkhand from December 26 to 31 will be selected on the basis of performance in the state level competition.

Leader of Opposition Tamiyo Taga and Chief Engineer (PHED) Toko Jyoti will inaugurate the competition on November 6 at 9 am.

MoS for Home Affairs Kiren Rijiju and Secretary RK Mission Swami Vishweshananda Maharaj will attend the valedictory function on Noverber 7 at 3 pm, according to an AVP release.

Gadkari announces massive road

package for Arunachal

ITANAGAR, Nov 04: Union Minister of Road, Transport and Highway Nitin Gadkari today announced road package worth Rs 15,000 crore for Arunachal Pradesh in addition to the various ongoing road projects. He made the announcement while laying foundation stone for the two-lane Akajan-Likabali-Bame road at Likabali. The total stretch of said project is 54 kilometer and will cost Rs 473.89 crore. The project is being executed under SARDP-NE package and is schedule to be completed within next two years.

To the thunderous applause of crowd present, Gadkari also declared that in principle his ministry has approved the construction of four-lane Itanagar-Banderdewa road project. "The four-lane road will be of cement concrete. However state government will have to provide land and also submit fresh DPR at the earliest. We are giving top priority to construction of road across the NE states and Arunachal Pradesh will gain most from our initiative. However there should not be any compromise with the quality," said Gadkari. He also called upon nodal agencies to ensure that wherever it is possible the local contractors should be allotted the work. "The qualified local contractors should always be given first preference. We want to make sure that locals enjoy the benefit of development initiatives. But there should not be any compromise with quality and if we notice any shortcoming, we will not hesitate to take harsh step. Road is key to development of any state. Arunachal will need better road for better future," said Gadkari. He expressed happiness to know that TK Engineering, an Itanagar based infrastructure company is executing one of the packages of Akajan-Likabali-Bame project and expressed hope that more local contractors will be part of other road projects across the state.  Earlier PWD Minister Gojen Gadi submitted a memorandum to the visiting minister on behalf of the state government. Some of the major highlight of memorandum include early sanctioning of Itanagar-Banderdewa four-lane project, fund for maintenance of Potin-Pangin road, improvement of Likabali township road, sanctioning of east-west industrial corridor and frontier highway, etc. Minister for Civil Aviation, Transport and Supply Jomde Kena also spoke on the occasion. The said project has been divided into two packages, namely, 2 laning of Akajan Bame road from Km 12 to Km 33 worth Rs 210.5 crore and from Km 33 to Km 65.810 will cost Rs 263.39 crore.

Parliamentary Secretary for PWD Alo Libang, officials of PWD, NHIDCL, West Siang DC and SP along with concessionaire of the Akajan-Likabali-Bame road were present on the occasion.

 

 

Helicopter services for adventure@mechukha

ITANAGAR, Nov 04: With a view to facilitate tourists and travelers to participate in the adventure@mechukha tourism festival beginning on Saturday, the department of civil aviation is offering a special helicopter schedule to fly to Mechukha at 8 am on 6 November.

The chopper will make another sortie on November 10, which is expected to smooth out a lot of the transportation difficulties in travelling to Mechukha.

AACWA alleges poor work quality,

demands constant monitoring

ITANAGAR, Nov 04: All Arunachal Contractor's Welfare Association (AACWA) demanded proper monitoring and supervision of the ongoing road widening work from Itanagar to Banderdewa by the engineers of the department concerned.

Claiming that the quality of the on-going road work was not upto the people's satisfaction and expectation, the AACWA in a letter to the Chief Engineer, PWD (WZ), alleged that absence of supervisors/ engineers at the site of work has led to inferior work quality. The contractors association also alleged tardy progress and various technical faults in construction of the road, drains etc.

While demanding the Chief Engineer for proper and round-the-clock monitoring of the on-going road works, they also urged him to do the work maintaining quality and specifications as per highway standard. Otherwise, the blame will directly go to the department, it added.

 

 

Explore hydro potential of the state: Tsering

ITANAGAR, Nov 4: Minister for Hydro Power Development Phurpa Tsering appealed to various departments working under hydro power sector to strive hard and apply their technical expertise to explore and develop hydro power potential of the state.

Interacting with the HPDCAPL officials today, Tsering assured them of his all possible help for timely materialization of any proposal of the Department both at state and central levels.

Stating that state government has for the first time created a separate ministry for Hydro Power Development, he assured to try his level best for development of the hydropower sector.

"Arunachal Pradesh is known as the power house of the country but the hydropower development in the state has earned bad name for wrong reasons," he lamented.

Earlier, Toko Onuj, Managing Director, HDPCAPL apprised to the minister that HPDCAPL is the only state government-owned corporation in power sector having huge potential to generate revenue for the state. As of now, the corporation does not have any operational assets, which is creating hurdles to the corporation to obtain financial assistance from any financial institution, he said, and appealed to the state government to extend proper support for growth and promotion of the corporation.

The HPDCAPL Managing Director has requested the minister to transfer some of the operational hydro assets of Department of Hydro Power Development to the corporation including the assets which are nonfunctional and obsolete so that the corporation can repair/renovate them and run on commercial and revenue model.

The corporation, at present, has only one ongoing project at Sambachu 2x1.5MW SHP, Zemithang in hands which is targeted to be completed by March 2016.

The Corporation is also ready with DPRs for five SHP projects, namely Selling (3x6MW), Taksangchu (2x1.7MW), Taksang Gumpa Nallah-(2x0.8MW), Mosi (3x2.2MW), Ano (2x5MW) and looking for private developers on PPP or JV mode for development of these projects.

The meeting was also attended by J. Kamdak, CE (Eastern Zone), Department of Hydro Power Development and his team.

 

 

State BJP backs Rijiju's statement on Nehru

ITANAGAR, Nov. 04: Union Minister of State for Home Affairs, Kiren Rijiju did not make any new comment over the country's first Prime Minister, Jawaharlal Nehru's role in the 1962 Indo-China war, said Bharatiya Janata Party (BJP) Arunachal Pradesh in a release. Rijiju had recently said that Nehru had let the people of North-East down during the 1962 Indo-China war by abandoning the people to their fate.

Citing Jawaharlal Nehru's radio speech during 1962 war, the BJP state unit said after his speech on All India Radio following the fall of Bomdila, many in Assam felt he was not concerned about the Brahmaputra Valley. Some veteran Congressmen though believe the people misunderstood him, there is nothing wrong if the fact is coming before the people, the party said.

Denouncing the APCC's remarks condemning the statement of Rijiju who accused Jawaharlal Nehru for letting the people of Northeast region down during the 1962 India-China war, the state BJP termed the APCC's remarks as misleading and unbecoming saying that APCC is trying to divert the attention of people from the prevailing political upheaval in the ruling Congress government in the state.

 

 

PPA comes to rescue of Governor

ITANAGAR, Nov 4: At a time when the Governor of Arunachal Pradesh is facing storm of protests from various quarters over his unpopular suggestion to Prime Minister on Greenfield Airport, the People's Party of Arunachal (PPA) has come to the rescue of the Governor.

Denouncing all those organizations, who have been 'unjustifiably' critical of the Governor for some or the other reasons, PPA President Kahfa Bengia in a party meeting today claimed that Late KAA Raja and JP Rajkhowa have so far been the most vocal and visionary Governors of Arunachal Pradesh.

"If you look at the history of all the Governors, who have served this tribal state right from the inception, Late KAA Raja and Rajkhowa have so far been the most vocal and visionary as far as taking this state towards the light of better civilization is concerned," the PPA president said.

Rajkhowa, besides coming from a successful bureaucratic background is an apolitical gentleman with a mission to help the common people of the state in doing away with the virus of corruption afflicting the state. He has been the only Governor so far who is very critical of the bad roads in the capital. The baseless criticisms on him have deeply hurt the conscience of the common public, he said.

Kahfa said that the unjustified criticism of the Governor for some or the other reasons is not healthy for the positive growth of the state.

"If these organizations are really concerned about the green field airport project, where were they in between the years 2008 to 2013 when the sudden plan to shift the project from Banderdewa to Hollongi suddenly brought the project to a full stop," the PPA questioned.

The Peoples Party of Arunachal appealed to those organizations to play the supportive role of state building rather than acting as 'obstacles'.

 

 

Ericulture as Income Source in Arunachal

Arunachal Pradesh is one of the consumers of eri silk as Nyishi, Aka, Serdukpen, Monpa, Adi and other communities in this region are known to wear eri clothes during festivals and ritual events. Besides, fashionable modern dresses such as Gale and Shawl prepared from eri silk are also used widely. The diversity in the topography and climatic conditions of Arunachal Pradesh is favouring the growth of luxuriant forests which are endowed with more than 12 species of silk producing insects including the wild relatives of eri, muga and tasar silkworm. Though, rearing of eri silkworm in Arunachal was an avocation in long back, this culture is scarcely practiced in the region at present. Instead, people purchase their traditional clothes from other states, mainly from Assam. Because, the wild relative of the eri silkworm also inhabit in their natural habitat of Arunachal, it seems to have no problem in reviving the age-old ericulture practice. Hi-tech innovations are diffusing rapidly, now eri silk can be refined to prepare fashionable and colourful garments of modern trends besides weaving traditional eri cloth.    

As eri silkworm and pupa are delicious food items which are also consumed in Arunachal as well as in many other parts of the country and the world, ericulture will also occupy a part of the food market. Moreover, castor seed oil is extracted from the food plant of eri silkworm. Therefore, ericulture will generate employment opportunity in handloom and textile sectors besides providing food item and castor seed oil.

 Currently, in Arunachal Pradesh, cultivation of food plant of eri (castor and keseru) covers approximately 225 acres of land yielding 168000 kg of cocoon. It can fetch an amount of rupees around ten crore by selling cocoon at a rate of Rs. 600 per kg and an amount of rupees around 20 lakh by selling caterpillar at a rate of Rs. 100/kg.

At present, the Department of Textile and Handicraft, Itanagar, Govt. of Arunachal Pradesh is assisting the eri silkworm rearers by providing high yielding breeds of eri silkworm, rearing equipments, disinfectants, seeds of food plants and by imparting training under the schemes - Catalytic Development Programme under Central Silk Board, Integrated Sericulture Development Project under North Eastern Regional Textile Promotion Scheme under Ministry of Textile, Govt. of India besides the normal State Plans.  However, it is the enthusiasm of the people of Arunachal Pradesh that can uplift the ericulture in the region. Thus, to make ericulture as one of the major income sources and to revive the age-old tradition of eri silkworm rearing, the people of the region should cooperate with the Department of Textile and Handicraft, Govt. of Arunachal Pradesh creating the habit of working with eri silkworm.  (With inputs from Taku Tath, Assistant Director of Sericulture)

 

 

Tendhon Culture Preservation Society Celebrates Silver Jubilee

TAWANG, Nov 4: Silver Jubilee of Tendhon Culture Preservation Society (TCPS), Tawang Monastery, was celebrated at the main prayer hall of the historical Tawang Monastery yesterday with great fervour and enthusiasm.

Lama Nawang Norbu, president, TCPS, highlighted the achievements of the society during the past 25 years and presented mementos to the dignitaries to mark the occasion.

Rev. 13th Kundeling Rimpoche, Rev. Guru Tulku Rimpoche, abbot of Tawang Monastery and Tawang DC Duly Kamduk released the Silver Jubilee souvenir and 2 other books on the 6th and 14th Dalai Lama, published by TCPS.

Speaking on the occasion, Rev. Kundeling Rimpoche lauded the society for the completion of 25 successful years of unparalleled service to the society. Emphasizing on the vitality of preserving the rich Buddhist culture and heritage, he opined that TCPS has the social and cultural entity to carry such stupendous programs and wished them more success in the years to come.

Tawang DC Kamduk necessitated on uplifting the education scenario of the district besides cultural preservation. Urging the TCPS to take on various social and educational activities alongside cultural preservation activities, he said ," Though the district boasts of stupendous number of registered NGO's , only a handful are agile while the rest have gone dormant. So, the responsibility rests on the active NGOs to strive hand in glove in every sector and propel the district forth towards development".

Rev. Guru Tulku Rimpoche, also the chairman of TCPS, said "Since its inception in the year 1991, the society has been untiringly operational for the preservation of Buddhist culture",

 "As the society marches forth into 25 years of cultural and social presence, we seek more support in safeguarding and reinstating the rich Buddhist culture and tradition while ensuring it's propagation and widespread ", he added.

Besides devotees and well-wishers, the celebration programme was attended by monks and Buddhist scholars of the district.

Taking cognizance of the serious anomalies committed in the recruitment process of the Staff Selection Commission's Physical Endurance Test (PET) for recruitment of constables in Central Armed Police Force, Assam Rifles, SSB, NIA and other allied para-military services specially targeting the class ten drop out unemployed youth of the state as highlighted in local newspapers on 26th of May last, SSB Deputy Inspector General L.K Gohain from Sector Hqrs Tezpur had come up at 30th SSB Battalion Dirang where the interview was held to conduct a probe into the matter.

The exercise was seen as an outcome of Union MoS Home Affairs Kiren Rijiju taking cognizance of the matter and ordering the Director General CRPF to set up an inquiry committee to conduct a thorough probe into the various allegations. The Director General CRPF in turn had thus set up this one-man inquiry committee to unravel truth of the matter.

This correspondent who had acted as local guardian for all the outstation candidates was questioned thoroughly by the DIG and statements obtained in writing about the whole gamut of conduct of the interview and the alleged misdeeds by the recruiting agency.

However, another SSB DIG Rup Singh from Sikkim has again written another letter to this correspondent to be present at SSB Hqs Silonibari Tezpur on 20th Nov for another round of inquiry. On asking about this new inquiry committee he informed 'I have been assigned to start a fresh round of inquiry to especially unravel the allegations leveled against the recruiting agency as highlighted in the local newspapers and you must be present at the inquiry at the appointed venue and time else the matter will be disposed off ex-parte'.

As learned from inside sources, reservations for APST candidates running into hundreds were earmarked for each marked places like Itanagar, Dirang, Aalo and Khonsa where these rallies were held. However, ratio of the selected candidates against the allotted quotas is heard to be minimal and the million-dollar question is what will happen to the remaining fallen vacancies.

For this underemployed state and its youth, it will do a lot good if this SSC Recruitment Rally is re-conducted again with all professionalism and fairness to give justice and hope to the deprived unemployed youth who had toyed with the idea of serving at the national capital to rub shoulders with their mainstream counterparts. "The recruiting agency should re-conduct the interview atleast for the lying vacancies against our state instead of diverting the same to other states or cancelling the same', pleaded many of the rejected candidates.

 

 

India lags behind China in infrastructure, manufacturing sectors: Prof. Barbara

ITANAGAR, Nov 4: Professor Emeritus, Barbara Harriss-White of Oxford University observed that India is lagging behind China in infrastructure, manufacturing sectors, labour productivity and overall trade balance.

Delivering a lecture on "Comparisons are odious: India and China" at Indira Gandhi Govt. College today, she dwelt upon the structural differences as well as structural similarities between India and China.

In the social sector development, both India and China are confronted with the challenges of increasing informalisation and jobless growth, deprivation despite Indian market led development and Chinese planned economy, gender bias and gap in inter-generational contract and environmental threats coupled with rising GHG emissions and water pollution.

While elaborating on development, she highlighted on theoretical pluralism and comparison of structure differences as analytical building blocks for co-production of knowledge.

Chairing the session, Principal Dr. Tasi Taloh advised the scholars and budding researchers to delve deep into the subject and find out the reasons for such structural asymmetry between India and China in the economic field. The Vice Principal, faculty members and students interacted with Prof. Harriss White.

The programme was jointly organised by Dr. J.K. Pattnaik, Associate Professor of Political Science and Fames Linggi, Assistant Professor of Economics.

 

 

Taloh flags off School Chalo Abhiyan of AdiSU

ITANAGAR, Nov 4: In a formal programme held here at Siang Guest House today, Minister for Education Tapang Taloh flagged of School Chalo Abhiyan (Go To School) of Adi Students' Union (AdiSU) in presence of DDSE Obuk Panor, JN College Principal Tayek Talom, DCC President Takom Mize.

While appreciating the noble initiative of AdiSU, Taloh assured to take up the matter related to education system for the greater interest of students' community of the state. In the two-month-long tour programme, the team AdiSU will visit every school of all the Adi belts and will hold interaction programme with students.

Speaking on the occasion, AdiSU General Secretary Buteng Tayeng said "We have prepared a form to collect all the datas of every Govt. sponsored schemes in schools." There is urgent need of streamlining the entire education system in the state and we are ready to cooperate with the state Govt. in this cause, he said.

He added, 'We will submit a detailed report of the present education system and scenario along with suggestion for the convenience for the Government to redress them. We need a revolution in education sector; our state is yet to reach greater literacy rate in comparison to other states," he added.

 

 

SEC calls for 100 per cent coverage under APCMUHIS

ITANAGAR, Nov 4: The State Empowered Committee (SEC) has directed the concern department to ensure 100 per cent coverage under Arunachal Pradesh Chief Ministers Universal Health Insurance Scheme (APCMUHIS) for the coming year by involving panchayat leaders.  

While reviewing the progress of APCMUHIS in its meeting at Chief Secretary's Conference Hall here today, the SEC  further directed the department to carry out a study on the impact of this scheme on government hospitals and stressed on mass publicity of the CM's health  insurance scheme.

As an initial step, a team of officials headed by Director of Health Services will be moving to Dibang Valley and Lower Dibang Valley district on Nov 6 for mop up enrolment as a part of first phase. It was decided to extend the benefits of the scheme to Chairpersons of municipalities/panchayat bodies.  The SEC also appreciated achievement of being conferred "Skotch award" to the APCMUHIS as one of the top 3 best health schemes in India for year 2015.

Special Secretary (H & FW), Pooja Jain made a power point presentation highlighting the progress of the scheme of the first year. As on today, 2,23,761 families are enrolled and taking benefit under the scheme. A total of 5391 claims have been reported from the district hospitals in first year including Arunachal State Hospital, Naharlagun and reverse flow of a sum of more than Rs.7 crores has been credited in the accounts of different Government Hospitals which shall be further utilized for development of hospitals.

All the SEC members including Commissioner (RD), Commissioner (Labour & Employment), Commissioner (WCD), Secretary (Planning) highly appreciated the Insurance scheme for its sustainability during the meeting.  Earlier, the SEC meeting chaired by Chief Secretary and co-chaired by Satya Gopal, Principal Secretary (Finance) started with the address of Commissioner (H & FW).

 

 

Huge quantities of Paris Polyphylla rhizome seized

ITANAGAR, Nov 4: In a major haul, Banderdewa DFO along with police seized 260 kg of Paris Polyphylla rhizome worth more than lakh of rupees from a Dimapur bound night bus yesterday.

The seized rhizomes of Paris Polyphylla were packed in five gunny bags and were suspected to have been transporting to some other places.

However, no one could be arrested in this connection as nobody has claimed ownership of the seized consignment, the DFO said.

Paris Polyphylla with therapeutic value (anti-venom) species are found at cold and upper reach area. Illegal collection of this valuable endangered species has been banned through out the country. The DFO directed all the field staff to intensify checking at the forest check gates of Midpu, Kimin and Banderdewa.

India-Pakistan should resume

peace process

Arch enemies Taiwan and China is taking a major step towards resolving the long feud between two nations. Taiwan's President Ma Ying-jeou will meet his Chinese counterpart Xi Jinping in Singapore on Saturday - the first ever meeting between leaders of the two sides. As per the media report talks would focus on improving the relations across the Taiwan Straits. For years the relation between two countries has remained frosty. China claims sovereignty over Taiwan and views the island nation as a breakaway province which one day will have to be reunited with the mainland. However the majority of Taiwanese does not share the similar view. The decision of two rival leaders from Taiwan Straits to meet should inspire the south Asia region. The ever increasing souring of relation between India and Pakistan is worrying the whole world. The two nuclear armed neighbours who have been at cross road for years are increasingly drifting apart.

 In August this year the planned peace talks between India and Pakistan collapsed hours before they were to start. The collapse of talks raised serious questions about the arch-rivals' willingness to overcome mutual mistrust, built since their separation almost seven decades ago. Since then tension has further escalated with fundamentalists and politicians from both the countries engaging in provocative statements. Further the prospects of the long-awaited talks had been clouded in recent months due to border skirmishes and rise in militancy activities in Kashmir state. But the delay in resumption of dialogue will hurt both the nations. Being immediate neighbour and nuclear armed; they have no choice but to talk and try to resolve all the outstanding issues. May be India and Pakistan should take inspiration from Taiwan and China in this regard.

Why don’t we see the positive things happening around?

Dear Editor,

The observation  made in your editorial “Development and Intolerance” (24th  October, 2015) was relevant and therefore appreciable. It is an interesting fact that many of the writers, scientists and bigwigs from the film industry have either returned their awards or resigned from the respected positions they were holding. Obviously, being a common citizen of this country I am sad to see such developments around me. But what surprises me the most is the sincerity with which this Award Vapasi is taking place. Who are they opposing by returning their awards? Are they opposing the government or the people who have made their leaders to sit at the helm of affairs or the system of democracy itself ? Much hullaballoo is heard every day in news channels and newspapers. I have never heard of such a protest anywhere when the previous governments were ruling this country. Never had the voice of these protesters heard when the country suffered at the hands of its politicians and large number of scams and skirmishes had weakened its system. Where had these protesters been? Had there been no intolerance when this country was divided into India and Pakistan? If we were a tolerant nation, why did we divide the land? Are we not blindfolding ourselves? Being a common man of this country I am eager to know the news inputs from different parts of our country.  But everyday what I see on the TV screen is nothing but countless news of rapes, robberies, murders and other crimes. Who can we blame for such individual incidents happening in a big country like India? An average man of this country never gets a news item which is good and motivating.  Media persons go to the intricate pockets of the country to cover a small news item with less or no social impact and compete to telecast it with an added flavor of crime. Are we not responsible as we allow them to pollute our young minds with such criminalizing news items every day? Why don’t we protest against these channels?

India has always been a country known for its beauty of cultural variety. In fact that is our strength. Different religions and sects have always added to the beauty of its social system. Occasional incidents of intolerance can’t even be avoided in a small family. There had been so many incidents of intolerance even before Dadri. But who is benefited of the ballooning of such incidents? Both the majority and minority have been targeted in this country for political dividends. Why don’t we see the positive things happening around? Doesn’t matter which government is ruling us. I think, as a country we are habituated to enjoy negativity more and it’s going to be more terrible in the days to come. We need to learn to reject negativity and promote positivity. If not, the present school going generation will have no scope in this world of negation. History gives us enough evidences about religious intolerance. India had never been intolerant but we had been invaded by intolerant people. Instead of showing examples of intolerance among people, the media should focus on examples of tolerance and brotherhood among people of different religions and sects. At present, our country is the most peaceful one among the comity of nations. Therefore, it is the responsibility of each one of us to preserve tranquility among us. No religion is intolerant; people who follow the religion to fulfill their personal aspirations are becoming more and more intolerant. It is not only the duty of the governments but every citizen of this country must hold the baton of peace and brotherhood because we are a great nation and we are one. We should not forget it.
